RDD Cheap and quick. Questions has to be few, short, and simple. Refusals are high. Hard to target selected populations. Frame = phones, not people or households.
MCS Most accurate way to do a national sample. Technically hard to implement. Each stage works with small frames. The only practical way to do a national face to face survey.
